Identity Access Management

The Ministry for Social development saw the need to implement a robust Identity Access Management Programme (IDAM) in order to develop the processes, technologies, and policies to help the organisation modernise the management of access and control of sensitive IT resources.

With an ageing and complex IT infrastructure providing critical services to many of the New Zealand public, amongst a backdrop of ever the increasing threat of sophisticated cyber attacks. The Ministry felt it imperative to move forward to develop its IDAM maturity - Even though at the time this was an emerging and new discipline with little to no guidance on best practise.

 

Orion Consulting helped MSD to convince key stakeholders of the importance the initiative, the need to act promptly, the pathway forward, and the ongoing benefits of achieving this vision.

 

Success was achieved through the delivery of the Tranche 1 and Tranche 2 business cases, which secured funding for a 4 x year programme of work to establish, develop and mature the ministry's IDAM capability.

Hiking in Forest
Great Walks

The Department of Conservation Great Walks are some of the best-known multi-day experiences in New Zealand. However, the existing walks were becoming so popular that several were reaching max capacity, putting pressure on resources and tourists were being turned-away.

The department sought to create a new Great Walk that promotes the regional and seasonal spread of visitors, increases economic growth, creates new tourism opportunities for tangata whenua and partners in the tourism sector, and builds capacity for future tourism demand in New Zealand.

Orion Consulting is proud to be one of many involved in the indicative business case phase and helped the department evaluate and prioritise potential new walks, ultimately helping to bring this significant 'new' New Zealand experience to life.

 

The Tuatapere Hump Ridge Track became New Zealand’s 11th Great Walk, on 24th October 2024.

Island
South Pacific Communities

The Pacific Community (SPC) is the principal scientific and technical organisation supporting development in the Pacific region.

For more than 68 years, through its secretariat, SPC has been providing the Pacific Islands region with essential scientific and technical advice and services.

Orion Consulting in partnership with Digital Transformation was engaged by SPC to complete a high-level “Current State” review of the information management practices at SPC; specifically, to focus initially on the maturity of SPC in this regard.

 

The consultation included direct staff engagement through both online interviews and surveys; and also site visits to speak directly with key staff members in Suva, Fiji and Noumea, New Caledonia.

 

A professional Current State report was developed to provide guidance to SPC’s ECM Programme and included an “assessment of SPC’s current Information Management state, including organisational strengths and weaknesses” and an “Information Management Maturity Profile”. This was then followed by a subsequent section detailing information management recommendations including:

 

  • A proposed future state including a high-level Information Architecture.

  • A high-level SPC Enterprise Content Management roadmap.

  • Case studies/white papers to support recommendations.

  • Return on Investment (ROI) analysis to support recommendations.

 

This artefact was a key reference document in SPC's subsequent ECM Programme. Ensuring a pragmatic way forward for SPC with clear planning and delivery pathway.

Enterprise Transformation

The Ministry of Transport is the New Zealand government's principal transport adviser. It administers New Zealand’s transport legislation, comprising 270 pieces of law designed to keep users of the transport system safe, and minimise harm to the environment.

The Ministry's existing ECM at that time had severe functional limitations forcing the Ministry to purchase alternative supporting solutions. The ECM was becoming a road-block for the Ministry's strategic objectives, did not provide compliance with government legislation and was becoming more operationally cumbersome as partner in the transport sector implemented modern solutions with better capabilities.

Orion Consulting developed the business case, working closely with the Ministry throughout the vendor engagement process, providing assurance across the solution appraisal phase.

During the development of the business case, Orion Consulting uncovered the opportunity to replace a suite of existing supporting solutions (not originally in scope) which could immediately release financial benefits to the initiative.

 

This provided the Ministry with the opportunity not only to improve their information management capability and provide efficiency to their operations; but also an economically sound way forward that would almost pay for itself through the realisation of benefits over the life of the asset.
